you must launch from X:\Perforce
I try this, but it don't work for me

if you want you can try this:
START->RUN-> then type:
subst x: " your path to game folder"
ten make copy of Binaries folder? and rename it to Perforce.
Then make shortcut from folder X:\Perforce
and run it with parameter Editor
